Jadavpur University, School of
Oceanographic Studies. The School of
Oceanographic Studies, Jadavpur
University was established in 1988. The
University Grants Commission set up a nodal
center in 1989 on ‘Ocean Science &
Technology’ for manpower training and
research. The efforts were further supported
by the Department of Ocean Development (DOD)
in 1991 creating the center for “Coastal
Ocean Design and Prediction System (CODAPS)”.
These centers have already undertaken
important programmes in teaching, research
and environmental awareness. The School has
offered consultancy services to the Govt. of
West Bengal for analysis of the coastal
erosion problem along Digha Coast,
preparation of Land Use map of the coastal
stretch, feasibility study for OTEC at Digha
and participated in preparation of Coastal
Zone Management Plan for West Bengal.

The
growing concerns of poverty, population
growth, and environmental degradation have
called for a pervasive policy for
community-based resource management.
Communities are closely associated with the
natural resource base (NRB). The experience
of participatory watershed management in the
dynamic Himalayan region indicates that
resources are managed through hierarchy and
authority. Community institutions in the
Himalayan region, as in other parts of the
country, are often characterised by caste,
class, and gender differentiation in access
to resources. Although village institutions
are formed, e.g., in the Doon watershed
project, to empower the subjugated groups,
they either remain silent or play a
secondary role in these fora. The domination
of upper caste and interest groups
continues.
